Documents related to, mentioning or authored by Ben Rich, head of Lockheed's Skunk Works Division that in any way relate to the NRO, including but not limited to any technical documents/reports and recommendations on aircraft or other recon platforms and systems.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello,
I'm writing to follow up on my request dated 9/26/2015 for: "Documents related to, mentioning or authored by Ben Rich, head of Lockheed's Skunk Works Division that in any way relate to the NRO, including but not limited to any technical documents/reports and recommendations on aircraft or other recon platforms and systems." that was assigned tracking number F15-0120.

The reply to this request stated that the text of the request matched that of request F15-0119 and as such the same documents were provided in response.

I wished to clarify that request F15-0120 related specifically to documents authored by or mentioning Ben Rich. This qualifier was missing from the F15-0119 request. The purpose of this request was to try and define any personal interaction Ben Rich might have had with NRO. As such it would be greatly appreciated if the request could be further investigated as the 2 documents provided are do not mention Mr.Rich, nor were they directly authored by him.

I greatly appreciate your help with this and the previous request, any further information that can be supplied is greatly appreciated.

NRO provided separate, distinct responses to F15-0119 and F15-0120 as these requests were accepted as separate cases. My previous email with the F15-0119 and F15-0120 responses should have stated: “The below message and two attachments were sent in response to F15-0119. However, our records indicate that the text of your 16 November EMAIL asking for a status of the case (not your actual FOIA request) matched the text of FOIA request tracking number F15-0120. We responded to request numbered F15-0120 on 8 October 2015 vial mail. Attached is also a copy of that response (F15-0120).” Since your email referenced one case number (F15-0119) but the text in your email asked for "Documents related to, mentioning or authored by Ben Rich, head of Lockheed's Skunk Works Division that in any way relate to the NRO, including but not limited to any technical documents/reports and recommendations on aircraft or other recon platforms and systems" and was the text in case request number F15-0120, we attached both responses.

The F15-0120 response to your request for "Documents related to, mentioning or authored by Ben Rich…" is again attached for your reference and as stated, “after a thorough search of our records and databases, we located no records responsive to your request.”
