Pursuant to Utah’s Government Records Access and Management Act (“GRAMA”), I hereby request the following records:

A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters, any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Dear Muckrock News:

I am denying your GRAMA request for records related to an Amazon HQ2 submission because those records are classified as protected under §63G-2-305 (35) of the Government Records Access and Management Act, and release at this time would create a competitive disadvantage.

You can appeal the determination of your request within 30 days by filing a notice of appeal in writing with Provo City Mayor Michelle Kaufusi, 351 West Center Street, Provo Utah 84603. Please see Provo City Code 3.13.160, which provides that

(1) Any person aggrieved by the City's access determination under this Chapter, including a person not a party to the City's proceeding, may appeal the determination within thirty (30) days to the Mayor by filing a notice of appeal.
(2) The duties of the Mayor under this Section may be delegated by the Mayor.
(3) The appeal shall contain the following information:
(a) the petitioner's name, mailing address, and daytime telephone number; and
(b) the relief sought.
(4) The petitioner may file a short statement of facts, reasons, and legal authority in support of the appeal.
