A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters, any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The Nevada Governor’s Office of Economic Development (“GOED”) is in receipt of your request for a copy of GOED’s proposal to Amazon concerning the siting of Amazon’s second corporate headquarters. Unfortunately, that submission is confidential and cannot be released at this time.

Amazon requested in its HQ2 RFP that a submission be confidential: While the existence of the Project is not confidential, certain aspects of the Project and details regarding the company are confidential, proprietary, and constitute trade secrets.

Executive Director Steven D. Hill reviewed Amazon’s request for confidentiality and in accordance with NRS 231.069 determined that confidentiality was appropriate and executed a “Determination on Request for Confidentiality” form on October 17, 2017. (A copy of which is attached hereto.)

GOED’s submission to Amazon was in response to the details provided by the company, which are protected as confidential, proprietary and/or trade secrets. Unfortunately, at this point in time, while Amazon’s evaluation process is on-going – GOED’s submission would also be confidential. Any attempt by GOED to redact the proposal would require concurrence from Amazon that the unredacted material was in their view not confidential, proprietary or a trade secret. GOED is unlikely to get such concurrence.

Please feel free to re-submit your request after Amazon’s evaluation period is complete. GOED will review that request at the time it is submitted and may be able to release some information dependent upon Amazon’s location decision and their agreement as to whether the information provided continues to be confidential, proprietary, and/or constitute a trade secret.
