Pursuant to the Oregon Public Records Law, I hereby request the following records:

(1) All data generated and retained through use of Automatic License Plate Readers (ALPR) by Washington County Sheriff's Office (WCSO), specifically: License plate, date, GPS location, unit number generating the data, disposition and result of check of plate. Deliver complete data set generated and provide in electronic form, spreadsheet or database.

(2) All policies, guidelines, manuals and/or instructions on department use of ALPR.

(3) Make and model of ALPRs in use by WCSO.

(4) A list of all agencies and other organizations with which the WCSO is sharing ALPR data.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The responses to your inquiry are below:

(1) All data generated and retained through use of Automatic License Plate Readers (ALPR) by Washington County Sheriff's Office (WCSO), specifically: License plate, date, GPS location, unit number generating the data, disposition and result of check of plate. Deliver complete data set generated and provide in electronic form, spreadsheet or database.

The data generated from the ALPRs is not releasable (reference ORS 192.355(2)).

(2) All policies, guidelines, manuals and/or instructions on department use of ALPR.

The associated policy, titled "1322-R01 Automated License Plate Recognition Technology ALPR (02-27-15)", is attached. The training documents are proprietary property of 3M and not releasable.

(3) Make and model of ALPRs in use by WCSO.

The Sheriff's Office possesses (4) four vehicles fitted with the 3M SupeRex 3 ALPR Processor.

(4) A list of all agencies and other organizations with which the WCSO is sharing ALPR data.

The Sheriff's Office does not provide direct database access to outside agencies. Individual ALPR database queries may be performed for another law enforcement agency that is conducting a criminal investigation. Sharing ALPR data with any commercial entity or non-law enforcement agency is prohibited.
