To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

I request all information, documents, records, and communications within the FBI/DOJ regarding the New York Police Department's (NYPD's) interactions with Israel, especially the NYPD's International Liaison Program (ILP) station(s) in Israel (particularly Tel Aviv), especially on all effects and actions on matters within the United States. I especially would like all information, documents, records, and communications on targets of the NYPD within the United States, the targeting of which was/is influenced by, directed, or originated from Israel, through the NYPD ILP there or otherwise. In particular, the book entitled "Enemies Within" by Matt Apuzzo and Adam Goldman states on page 83 the following passage:

"NYPD and FBI officials privately worried that the detective in Tel Aviv, Mordechai Dzikansky, was being used by Israeli intelligence officials to influence thinking in New York. Not that he had any secrets to spill or would ever betray any if he did. But Dzikansky had a drinking problem, and in a country where Israeli intelligence agents regularly try to recruit their CIA counterparts, an NYPD officer could be a useful pawn. From time to time, Dzikansky would get his colleagues to do favors for the Israelis, such as conducting surveillance in New York at their request."

The note number 25 appended to the end of the above quote says that this Israeli directed surveillance was recorded and documented in interviews of Dzikansky by the FBI and NYPD, and in NYPD surveillance documents obtained by the authors. I would especially like all information (such as transcripts of these interviews and copies of these NYPD surveillance documents) on all such Israeli directed (direct or indirect) surveillance or actions within the United States.

I would like copies of all information, records, emails, phone logs/transcripts, letters, notes, memoranda, and all electronic or non-electronic communications/records/information.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
