This is a request under the Freedom of Information Act. I hereby request the following records:
Progress Reports that were submitted by Principal Investigator Dr. David Carpenter for the Gulf War Illness Veterans Research Program under Grant Number W81XWH-10-1-1004, which were not included in my previous FOIA Request Case# FP-15-021393/FA-15-003. Specifically, I wish to receive copies of:
1) 8th Quarterly Report filed for the period of July 1, 2012 to September 30, 2012.
2) 19th Quarterly Report filed for the period beginning April 30, 2015 (2nd quarter for the 2015 calendar year).
3) 20th Quarterly Report filed for the period starting on or near July 1, 2015 (3rd quarter for the 2015 calendar year).
4) 21st Quarterly Report for the period starting on or near October 1, 2015 (4th quarter for the 2015 calendar year).
5) December 2015 Annual Progress Report.
I also request that, if appropriate, fees be waived, as I believe this request is in the public interest due to the adverse side effects the Scientology-based detox program being tested in this study has been widely reported to cause when used in other treatment and spiritual contexts. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Since I sent this email, I received the Final report.
I'm also thinking that the below does not exist but trying to verify.
4) 21st Quarterly Report for the period starting on or near October 1, 2015 (4th quarter for the 2015 calendar year).
The military FY run 1 Oct - 30 Sep. Report 20 is the 4th quarter. 19 was 3rd qtr, 18 was 2nd qtr and 17 was 1st quarter FY15. I have all of those.
Still trying to get 1) 8th Quarterly Report filed for the period of July 1, 2012 to September 30, 2012.
