Matthew,
We conducted the search but returned over 4,000 e-mails just for the ACIJs, more material than we can possibly review in a timely manner.
However, I dug into the first folder (ACIJ Hoogasian - San Francisco), and after sorting through hundreds of documents I have about 2 dozen responsive e-mails and attachments that I think represent the evolution of the Status Docket, including original conception and intent, implementation, guidance from HQ, and various questions and observations about the process.
If you are willing to scope to these e-mails and attachments, I will "expedite" completion of the request and try to get to you in the next several weeks. Otherwise, I cannot give you a solid timeframe as we are heavily backlogged with requests going back to FY 2018.
