Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:
The 45 CFR § 75.2 "cooperative agreement" between your Agency [the 42 U.S.C. § 654(3) single and separate unit operating in Rhode Island] and the U.S. Department Of Health And Human Services Office Of Child Support Enforcement within the time period of the last three (3) years as per 31 U.S. Code § 6305 entitled "Using cooperative agreements".
To support my request, I submit the following facts:
1. Pursuant to 42 U.S. Code § 654(3), entitled "State plan for child and spousal support", each State participating in SSA Title IV-D services must "provide for the establishment or designation of a single and separate organizational unit ... within the State to administer the plan".
2. Pursuant to "Audits And Financial Penalties", contained within Section 8 of the Federal Manual of Child Support Enforcement: "Audits are required at least every 3 years to determine whether the standards and requirements prescribed by law and regulations have been met by the child support program of every State."
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Good Afternoon: I am sending the attachments responsive to this portion of your request in separate emails. I sent the first email today at 4:53 and I did not get a bounce back. However, I tried to send another email with a larger file and received a bounce back notice. I will need to break down the larger email attachment and send it in separate emails. However, the attachment I am now sending is smaller than the attachment to the 4:53 email today. I will breakdown the larger file and send that in separate emails. I anticipate doing that tomorrow. As an FYI, the larger attachment is currently 21 MB and the attachment that previously went through was 3 MB.
