Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

-The current memorandum of agreement (MOA) or memorandum of understanding (MOU) with the Defense Logistics Agency, Disposition Services regarding the 1033 equipment surplus program administered by the DLA Law Enforcement Support Office

-The annual inventory form required to be completed by the state coordinator of the 1033 program

According to the DLA FAQ page regarding the 1033 program, DES is the agency in charge of coordinating the 1033 program for Washington. See http://www.dispositionservices.dla.mil/leso/Pages/StateCoordinatorList.aspx

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for sending the attached inventory form. Having reviewed it, I see that there are many duplicate entries -- it seems that a number of items are listed in the spreadsheet upon initial request as well as upon final receipt. This is what I guess based on the frequency of duplication and spotchecking the spreadsheet.

More than a dozen states have provided an inventory spreadsheet in a similar format but which lists solely items in inventory. Does DES have such a spreadsheet that does not include duplicate entries for a particular equipment transfer?

Please correct me if I am interpreting the spreadsheet incorrectly.

Hi there- One suggestion: With respect to duplicates, could you look first at the "Requisition Number" and then, if it appears that item is duplicated, compare "Serial numbers" for each item? What is the result?

Yes, this is how the duplicates came to my attention -- I noticed quite a few duplicate pairs of Requisition Number + Serial Number. I thus wondered whether there was another version of the spreadsheet that does not have such duplicates but only the current inventory of equipment maintained by 1033 participants in Washington.

Mr. Goldes -

I've attached the spreadsheet portion for Moses Lake PD, which I've sorted by Requisition Number and then Property Number. As you can see, each item is listed in triplicate -- the far right color-coded column suggests that these are perhaps monthly inventory records.

Thank you again for your help sorting this out. Again, a number of states provided spreadsheets without any color codes, duplicate entries or multiple tabs as DES released last week. I'd guess that DES may have a corresponding, simpler version of the spreadsheet that reflects current inventory rather than multiple inventory updates that contain multiple entries for a given piece of equipment.

Since the spreadsheet appears to be a combination from other spreadsheets from at least three dates, I suspect that there is a current inventory spreadsheet from July 2014 that was used to integrate into the spreadsheet you sent.
