Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
Amount of TANF dollars allocated to the Alternative to Abortion (A2A) Program, services and crisis centers and a list of corresponding agency recipients.
Any documents that outline the set plan for how this program is meeting at least one of the four federal requirements – “providing assistance to needy families, promoting job preparation and work, preventing and reducing out-of-wedlock pregnancies, and/or encouraging marriage and two-parent families”. I also request any reports produced by the Missouri Office of Administration that determine the completeness of the required elements of the federal law. This includes any notification sent to the department from TANF funded crisis centers regarding policies changes.
Finally, I request any documents or reports generated by the Office of Administration that regard site visits to agencies that receive A2A funding.
The timeframe for this request is FY2013 through FY2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Office of Administration is in receipt of your open records request of June 29, 2017, and we have completed our search with regard to this request. We understand that you are requesting the following records for FY 2013 through FY 2016:

With regard to your first request, the Office of Administration did not receive any TANF funding allocated for the Alternatives to Abortion program for FY 2013-2016, and consequently, the Office of Administration does not have responsive records for the time period of your request, FY 2013-2016. The second of your requests presupposes the use of TANF funding and presumably TANF requirements during FY 2013-2016, and accordingly, we will not have responsive records to this request as the Office of Administration did not receive TANF funding during this time period. However, Alternatives to Abortion program requirements are found in §188.325 and §188.335, RSMo, and the requirements of the program as stated in the contract can be found online at the link below at no cost.

While these records are not responsive to your request, contracts for each individual vendor can be found by using the contract numbers C312062001 through C312062008 (You will need to search by “Contract and Bid Search (Pre 2015)” in the drop down box).
With regard to your third request, we have not identified any documents or reports responsive to your request regarding site visits during the requested time period.
