Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
All emails and meeting minutes for members of a lethal injection protocol committee, or equivalent regulatory body, regarding the lethal injection protocol and/or lethal injection drugs from 2010 to present. If there is not a lethal injection protocol committee, then any and all meeting minutes and communications within the Department of Corrections that mention the lethal injection protocol and/or lethal injection drugs from 2010 to present.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I'm writing in response to your request for records relating to lethal injection. The Department does not have any lethal injection committee. In order to search email communications I need some kind of limits. Typically we use key words. In order to provide you with an accurate cost estimate I need to be able to run a search for how many records exist. Please let me know what key words you would like to use and I will begin research.

Okay, thanks for getting back to me so quickly! I would like to receive all email communications include any of the key words: "pentobarbital," "sodium thiopental," "pancuronium bromide," "potassium chloride," "1-drug," or "3-drug," from 2010 to present.

Our IT Department has completed its search of records with the suggest search terms and it has returned nearly 20,000 emails. This would take me many months to review and would be costly. Also, a cursory review indicates that only a very tiny fraction of these requests would be of any interest to you. For example there are many emails between probation and parole staff concerning drug tests and toxicology reports and urinalysis results, and between medical personnel discussing pharmacy inventory logs.
Do you have a way to further limit the search results so we can get you an answer more quickly and less expensively, perhaps by adding search terms or limiting the universe of emails we are searching to a select group of individuals?

Hi Jay,
Okay, thanks for the help. I'd like to limit my search to all email communications that include any of the key words: "pentobarbital," "sodium thiopental," "pancuronium bromide," or "potassium chloride," to or from the Director of the DOC, the deputy director of the DOC, and the director of the division of adult institutions from 2010 to present. I understand that these positions have been filled by different people over these years, I would like emails from anyone who occupied that role.
Please let me know a cost estimate before proceeding. Thank you!

I've got the updated search results. We are down to about 1300 emails. I still think this is going to take quite a while to get through and screen for closed material and will likely still be expensive. Just by scrolling through these emails it looks like the vast majority are news articles our public information officer forwarded to executive staff members as an FYI. Would like me to see if I can screen out emails with our public information officer in the chain or would you like me to provide you with a cost estimate for the larger number?

I apologize for the delay in getting your results. Our IT is having some difficulty with the software they use to pull emails. The most recent update I have from them was from Monday 11/20 indicating that they were still working with their vendor to resolve the issue. I've gotten email search results back from our IT department based on the agreed upon amended criteria. The number of emails has been cut down significantly. The cost to review these emails is approximately $239.78. I will begin my review as soon as payment is received.
