Pursuant to the The Missouri Sunshine Law, I hereby request the following records:
Materials related to requests for information regarding abortion services. Please include as responsive:
1. Any public records requests, as well as any provided responses or responsive materials, submitted by groups with a publicly known focus on anti-abortion and pro-life sentiments. Please include but do not limit responsive materials to those referencing the following organizations:
- Pro-Life Action League
- National Right to Life
- Check My Clinic
- The Center for Medical Progress
- Coalition for Life
- Operation Rescue
- Right to Life.
If there is a group, like a local city group, that has this sentiment but was not listed, please also provide their requests as well.
2. All communications, from Jan. 1, 2015 to present day, between your agency and representatives of the following organizations:
- Pro-Life Action League
- National Right to Life
- Check My Clinic
- The Center for Medical Progress
- Coalition for Life
- Operation Rescue
- Right to Life.
3. Any and all requests and documents with following words:
ABORTION
PREGNANCY TERMINATION
TERMINATION OF PREGNANCY
UNBORN BABIES
INDUCED ABORTION
FETAL TISSUE
PARTIAL BIRTH ABORTION

Additionally, in Paragraph 2 of your request, it states you seek all communications with certain groups (e.g., Operation Rescue, National Right to Life). To the extent this request seeks emails, it is possible for us to search for emails solely between the Department's email domain @health.mo.gov and a group's email domain.
But we don't know the email domains of those groups. If you them, would you please provide the ones you want us to search for.
Otherwise, we must search emails using those groups' names as keywords. We had that search run, and based on the number of emails that would need to be reviewed to determine what were responsive-and then, from those, whether any responsive records were closed and could not be disclosed-we presently estimate it would take approximately 11 hours of professional research time to do that work for this part (Paragraph 2) of the request. This would be charged at the rate of $53.56 per hour.
Thus, for Paragraph 2 of the request, if you cannot provide the email domains you want us to search, I would like to ask if you would like to proceed with that part of the request in light of the cost estimate.
