Pursuant to the Mississippi Public Records Act, I hereby request the following records:

MBI documents referenced by Record Control Schedule no. 5920 of the Mississippi Department of Archives and History’s State Government Records Office. I request an opportunity to inspect or obtain copies of public records documenting the performance and function of the MBI between 1940 and 1980. These documents may include, but are not limited to, the following types: incident reports, investigative reports, case reports, synopses, interoffice memoranda, daily assignment sheets, activity summaries, and monthly summaries.

I request a waiver of all fees because the disclosure of the requested information is in the wider public interest and will contribute significantly to the public’s understanding of law enforcement in the civil rights era. Writing as an academic historian, I believe that current interpretations of twentieth-century United States history lack a fundamental comprehension of state police forces. This lack of knowledge stems from a lack of research in state police sources, such as the ones I request today. My dissertation project stands to bring the lives of Highway Patrolmen and civil rights activists to a wider audience of thinkers and policy makers.

The law requires that you respond to this request within seven working days. If you expect a delay in meeting this request, please contact me with information about when I might expect copies or the ability to inspect the requested records. After fourteen days, I intend to appeal my request to the Mississippi Ethics Commission, as provided under § -13.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

On 09/25/2020, we received via MS Dept. of Public Records website link, the current public records request has been received and answered on two prior occasions. The history of the two prior requests are as follows:

On 02/05/2020, we received via U.S.P.S. the public records request follow-up dated 01/27/2020 regarding the 03/13/2019 request for MBI records from 1940 to 1980. The original request was made by Justin Randolph, Ph.D. candidate via U.S.P.S. who provided a Yale email address. We received the original request 03/26/2019. The original request was answered via email on 04/23/2019 after a 30-day extension request. On 04/30/2019, a follow-up question to the original request was made by Randolph. On 05/13/2019, a response with invoice was emailed to Randolph. On 06/24/2019, payment was received from Randolph, and on that date the responsive information was emailed to same.

Attached are prior correspondences, so you may update your records to reflect the prior requests having received proper responses.

The current request has no new response from the previous response.
