Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. § 44-04-18(1), I hereby request the following records:

I have obtained via a separate records request, an audio file made between an Investigator Pittman and Kevin Nason of Ward County Sheriff's Office which occurred on October 10th 2013 and concerned an incident which had occurred on the previous day, October 9th 2013. This incident occurred in Bismarck, but it seems the bounty was brought to Minot after the incident occurred. The incident in question occurred when bounty hunters tracked down a man who was out on bond, had picked up another warrant, but the bond stayed in effect; he wasn't supposed to be brought back in in other words. The man's father was Jonathan Condos (other possible spellings could be Kondos). The incident involved a broken leg and a punch to the gut that was so forceful it caused the man to vomit. The names involved in the incident are John (could also be Jon or Jonathan unsure from the audio) Clark, Tiffany Norton, and Tyler Schnase. From the audio, I gathered it was Mr. Clark (could also be Clarke) who was doing the bond recovery operation.

For this request I seek:

-Any incident reports concerning this incident.
-Any other reports or intelligence gained about this rogue bounty hunter that came as a result of following up on this incident.
-Any communications including emails from 10/1/13 to 1/1/14 that reference any of the above names, or the keywords "bounty hunter," "Bail recovery agent," or "bail enforcement agent."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I also wanted to advise I got the name wrong for Mr. Nason, his name is Mike Nason, a former captain for Ward County Sheriff's Office. I also believe that the incident may actually have occurred in Minot, my apologies the audio is not always clear. Thank you, I look forward to receiving these documents if there are any.

I have run a search for all of the names you provided in your request. I am unable to locate anything in our system that pertains to your request. It is possible that the Ward County Sherriff’s Department is the agency that responded to the incident you are describing. Captain Mike Nason did work for them as you stated in your email.
