Dear Commissioner Bishop,

I'm requesting the following records under the Minnesota Government Data Practices Act, Minn. Stat. ยง 13:

Digital copies in their native format of any email correspondence that the following Minnesota Pollution Control Agency email addresses (listed below) have had with Sen. Paul Gazelka, Sen. David Osmek, or their assistants Rachel Bakke and Owen Neubauer, from January 1, 2020 to September 30, 2020.

Please include any emails sent to or from Sen. Gazelka, to or from Sen. Osmek, and to or from their assistants: Rachel Bakke and Owen Neubauer. Please also include copies of emails where the senators or their assistants are "cc-ed" or "bcc-ed. And finally, please include any public record emails between the aforementioned parties that were sent or received on a personal communication device or through a personal or private email address.

Because the above searches involve a limited number of individuals and a defined period of time, these should hopefully constitute simple electronic searches. If you have any questions about this request, please contact me immediately, as I am more than willing to discuss perhaps revising the request to make it easier and faster for you to respond to it. Given how narrowly the above request is crafted, I hope it is something you can respond to by Oct. 16. If your review is not complete by then, I ask that you provide whatever material you have compiled by this date, and then send a more complete response once you have finished your review of the requested materials.

As a journalist making this request for documents that will be made available to the general public and not used for commercial purposes, I ask that you grant a fee waiver for this request. In the event that there are fees in excess of $30, I request that you inform me of the total charges in advance of fulfilling my request. I would prefer the request be filed electronically, by e-mail attachment if available or CD-ROM if not.
