From: Tracey Blasenheim

To Whom It May Concern:

Pursuant to the Minnesota Government Data Practices Act, I am requesting internal and external State Communications between State officials/agencies and with the Federal Emergency Management Agency (including emails, text messages, call transcripts, other digital messages, meeting minutes, and other records) pertaining to plans to seek reimbursement from the Federal Emergency Management Agency for non-congregate shelter costs related to the state’s response to COVID-19 since March 31, 2020. This includes any communications about considering whether or not to seek reimbursement and the related decision-making process.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

I look forward to receiving your response to this request as soon as possible.

Sincerely,

Leah Reiss

From: Department of Human Services

Leah:

Acknowledging your request for information. I will be the point person from DHS for your request.

In the future, please send data requests to the Communications Office. Information for reporters is on our website under the "Media" tab:
https://mn.gov/dhs/media/contacts-for-reporters/

About your request - are you asking for this information just from the Minnesota Department of Human Services or from other agencies and states?

I am working with staff to gather the information you requested from DHS. Your request, however, encompasses many state agencies. I will provide the information I can from my department, but you will need to contact other state agencies to ask about their communications.

Are you able to narrow your request at all - what are you most interested in?

Thank you,

From: Tracey Blasenheim

Hi Katie,

Regarding your first question, I have put in the request to a number of other agencies at the MN state level and at the federal level who might be involved in these decisions. I'm not able to narrow the request at this time, but if there is a high number of results, I would be fine receiving them in batches.

Best,
Leah
