Pursuant to the Minnesota Data Practices Act, I hereby request the following documents:
Pursuant to the Minnesota Government Data Practices Act, Minnesota Statutes, Chapter 13., I would like copies of all Hennepin County Sheriff's Office incident reports from September 1st –November 1st that include Minnesota
Offense Code (MOC Code) HC9601. According to the HCSO Administrative Manager, the Hennepin County incident reports that relate to the Dakota Access Pipeline Protest are under the EMAC agreement - and thus are under the control of your office (MN HSEM). Please let me know if you have any additional questions on this request.
I would also like copies of any incident reports regarding the Anoka and Washington County Sheriff's Offices if incident reports were created for their deployment to DAPL.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Minnesota Department of Public Safety division of Homeland Security and Emergency Management (DPS-HSEM) does not have Hennepin County Sheriff’s Office incident reports. As such, HSEM does not have any data related to this request.

The reason I made this request to the DPS-HSEM is because I received the following response from Hennepin County Sheriff's Office (Carrie Hill) on December 31, 2016:
"Pursuant to the terms of the Emergency Management Assistance Compact (EMAC), any requests regarding the EMAC should be directed to the Minnesota Department of Homeland Security and Emergency Management, a division of the Minnesota Department of Public Safety, at 651-201-7400; as they are the responsible and releasing authority for the information requested.Pursuant to the terms of the EMAC, any release of information related to the MN-EMAC operation must be approved by the Minnesota Department of Public Safety. Pursuant to the terms of the EMAC, any release of information related to the MN-EMAC operation must be approved by the Minnesota Department of Public Safety."
If your agency does not have the actual documents, is there a process I can go through to obtain approval from DPS to get HCSO to release their EMAC-related documents? I've made a few public records requests in which they won't release any of their documents but state I must contact your agency for them.
