Pursuant to the Minnesota Government Data Practices Act, I hereby request the following records:

Regarding the multi-agency action taken by Minneapolis to push people off the public land they had called home on and near 19 13th Ave NE (property ID 15-029-24-14-0025) for much of 2021 on Tuesday, December 14, please provide any information regarding:

1. Who made the decision to force people off of this land?

2. How was this decision made?

3. Did CPED or any other governmental office have a full census of people living on that land?

4. Where have people ended up?

5. Who was responsible for identifying places people could go?

6. Why were people told they could obtain immediate shelter by going to the county services referral center on Chicago Avenue (false information which resulted in people losing their only shelter to destruction by Public Works).

7. What consideration was given to the dangers of anyone moving places of residence for any reason during the ongoing COVID-19 pandemic, with the highly contagious, vaccine-breaking Omicron variant spreading rapidly in Minnesota?

8. Was the option of using FEMA money to put people in hotels rather than congregate shelter during the ongoing pandemic considered?

9. In addition, please provide all communication to and from CPED in the months of September, October, November, December of 2021 mentioning:

I am attaching a letter one of the departments received which appears to be a request for information from you.
The City of Minneapolis accepts requests for data through our online portal here: https://www.minneapolismn.gov/request-data
Once you register you can submit your request using specific forms to more accurately route your request, check on the status of your request, and receive your responsive data all within the portal.

If you would prefer not to use the portal you can call 311 (612-673-3000) and they will submit a request on your behalf. You will still need to provide contact information or set up a way for us to provide you with the data.

For items 1-8 you appear to be asking questions versus requesting data. I can send these to the department and they can choose to respond to your questions. Otherwise you may want to consider rewording these items to specify data that we can search for to provide the information you're interested in.

Regarding the element (9) requesting communication, due to the volume of potentially responsive emails it would be helpful if we could identify more specific terms, phrases "Chicago Avenue", "13th Ave NE" "15-029-24-14-0025", or employees/divisions so we can focus the collection and review on data that you are most interested in. We can start with a smaller focus initially, produce data to you more quickly, and then identify an expansion you may be interested in based on data provided to you.
