Dear Ms. Baird,

Below, please find a link to a secure file sharing site where you will find the responsive documents related to your Freedom of Information request dated June 28, 2021. Specifically you are seeking any and all records concerning hearings regarding the dismissal of any police chief conducted pursuant to Connecticut General Statutes, 7-278 since October 1, 1983.

In addition to the above request you also asked a second request seeking any and all agreements or contracts that a past Police Chief may have been under up until 1983. I was not able to find a specific agreements or contracts for past Police Chiefs from 1983 to now. However, I have included in the link copies of the City of Middletown Personnel Rules from the years 1976, 1992, 2012, 2013, 2015 & 2016* (presently in effect). It is likely that these were the agreements/rules/standards that each Chief would have had to follow. Since at least 2012, the Personnel Rules provide for the specific language related to the benefits and rules of employment that apply to the Police Chief and other Executive Non-Bargaining.
