Pursuant to Michigan's Freedom of Information Act ("FOIA"), I hereby request the following records:
Any manual or other guidance document used in the course of investigating a complaint and/or determining whether a licensee's conduct warrants censure. I am specifically seeking any such documentation that applies to psychiatrists, psychopharmacologists, mental health counselors, and social workers.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Anderson:
The Michigan Department of Licensing and Regulatory Affairs (LARA) has received your request for public records and has processed it under the provisions of the Michigan Freedom of Information Act (FOIA), 1976 PA 442, MCL 15.231 et seq. Because of the nature of your request it was sent to the Bureau of Professional Licensing (BPL) to search for any non-exempt records that may be responsive to your request.
Your request has been granted. The Michigan Public Health Code, 1978 PA 368, provides for the licensure and enforcement of the requested occupations. Specifically, you may wish to review Sections 16221 and 16226. The licensure requirements may be found in Article 15 of the Public Health Code. (Please note: the specialty of psychiatry and psychopharmacologists are not specifically licensed under the Public Health Code, but rather likely full under the license types of Medicine, Osteopathic Medicine and Surgery, and Pharmacy.)
