Thank you for contacting the Miami Gardens Police Records Unit. This is a response to your Public Records Request.

If this is a public records request, we are in receipt of your public records request pursuant to Chapter 119 of the Florida Statues. We are diligently working to provide you with a response. Records requests are handle by different records clerks on a first come first serve basis. As soon as we gather the information to satisfy your request, we will forward you an estimate.

All public records request are responded to promptly once the records have been retrieved, reviewed, and redacted if necessary to prevent confidential or exempt information from being disclosed. The response time depends on the number of request that have been submitted ahead of your request and because each request is processed one at a time.

If your request is broad, you may have to pay a large amount to cover the costs of the response. Pursuant to Section §119.07(4)(d), F.S., if the nature or volume of the public records requested to be inspected, examined or copied is such as to require extensive use of information technology resources or extensive clerical or supervisory assistance by personnel, or both, a special service charge in addition to the actual cost of duplication will be assessed, except for law enforcement agencies.

If your requests is too broad for the Records Unit to identify any particular set of records to provide as a response, a representative from the Records Unit may contact you to discuss your request to see if it can be revised to be more specific. In addition, Florida’s public records law obligates agencies to provide copies of public records and does not obligate agencies to create records or answer questions.

I am in receipt of your public records request pursuant to Chapter 119 of the Florida Statutes.
As to the information requested, the following is applicable:

1. All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of Ring devices and/or the Neighbors app. This includes A) any notes taken during meetings that discussed the use of Ring devices and/or the Neighbors app, B) any explanations (whether internally or externally generated) of how Ring devices and/or the Neighbors app work, and C) any other document that has been used to help explain the use of Ring devices and/or the Neighbors app to any party, including internal documentation, public relations materials, and executive summaries.

· The Miami Gardens Police Department does not maintain, house or have these items; this request should be forward to the company Ring from Amazon.

· Please see the list of users from the Miami Gardens Police Department who have access to the Ring application.

2. A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and Ring.

3. A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention Ring or the Neighbors app, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

Section 119.07(4)(d), F.S states that if the nature or volume of public records to be inspected or copied requires the extensive use of information technology resources or extensive clerical or supervisory assistance, or both, the agency may charge a reasonable service charge based on the cost actually incurred by the agency for such extensive use of information technology resources or personnel.

Based on the information requested, the following is an estimate of the cost to provide the information:

Estimated Special Service Fee and Duplication Total Cost: $464.00

Please be advised that the amount of staff time and number of copies is just an estimate, the City will track the actual time and number of copies and charge actual costs only. Please make checks payable to The City of Miami Gardens. There is a possibility that costs may exceed the estimate on this request, City staff will advise you in advance if the time and duplication costs exceed the estimate. Conversely, the City will refund to you any monies in excess of actual cost.
Payment should be submitted to the Records Unit payable to the City of Miami Gardens, either at the Police Department’s Records Unit Window between 8:30 a.m. and 4:00 p.m., Monday through Thursday. or by mail to Miami Gardens Police Department, 18611 NW 27th Avenue, Miami Gardens, FL 33056 (Attention Records). If submitting payment by mail, please include a self-addressed stamped envelope. Public records shall not be requested for the purpose of obtaining information unlawfully or in violation of any local, state, or federal law; including but not limited to requesting personal information for the purpose of solicitation that may violate state for federal law.
