To Whom It May Concern:

Pursuant to the state open records law, Ariz. Rev. Stat. Ann. Secs. 39-121 to 39-122 and 39-128, I hereby request the following records:

Police reports for every motor vehicle break-in and/or larceny from a motor vehicle that occurred in 2015. I want to determine how many vehicle break-ins occurred in your jurisdiction and basic information about each, including what, if anything, was stolen.

I want to see all the information contained in each police report, including, but not limited to, the time and location of each crime; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; victims' names, ages, addresses and contact information; and the narrative summary of what happened.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Sincerely,

Ben Hallman

Hello Ben,

We received your request and I believe most of the information you are seeking is available through an open source portal on our website. If you go to http://open.mesaaz.gov/dashboards/9615/public-safety/ you will see a link for "City of Mesa RMS Crime Data Table". Once you click on that link (FYI: http://open.mesaaz.gov/dataviews/225897/city-of-mesa-rms-crime-data-table/) you will have access to a table of crime data that goes back into 2014. You can apply filters to your inquiry to single out the vehicle break ins or thefts from a vehicle. The applicable IBR codes you are interested in (to set filters) are 23F (Theft of means of vehicle) and 23G (parts and accessories). These two IBR codes cover the requested information and you can then download the data as you wish.

Hope this information helps you with your inquiry and any future inquiries of this nature.

Hi Nik,

Thank you for the prompt response. That data is good, but it doesn't what was stolen, which is a key part of our project. We're trying to determine how many vehicle break-ins resulted in a firearm being stolen. This tells us how many break-ins there were, but not whether a firearm was stolen. Can your team search for reports in which a firearm was stolen and provide us those reports?

Hello Brian,

I received your voice message and this updated request and wanted to let you know that at this time we do not have a formula or a form that would allow us to extract the theft of firearm specific cases to vehicle burglaries/thefts. It appears that the open source page is the best I can offer at this time. Hope that helps answer your questions.

Thank you Nik. Perhaps is there any way to ping the burglary detectives to see if they recall any cases in which a firearm was stolen? Even if we only get reports for a few cases, that would be hugely helpful.

From: Nikolas Rasheta

Hello again,

I sent out a group email to the detectives in each division and will wait to hear back from them. If we identify any incidents, what information from each incident are you looking for? Location, report Number, Etc.?

Hi Nik,

I'd really like to just get two things: 1) the total number of firearms reported stolen in 2015 from all sources (residences, businesses, cars, etc) and 2) the number of firearms reported stolen in 2015 just from cars.

I know my initial request was for the physical incident reports but I'm getting close to deadline and fear I won't have time to go through them all once they're received, and I don't want to ask your folks for work that might not end up in factoring into the story because of time constraints on our end. Could your folks just get me those two numbers?

Hello Again,

Last week I sent a document that shows the 2015 "firearms stolen from a vehicle" data. I have attached that document (pdf) for your ease in locating. According to that spreadsheet we show 71 thefts of firearm from a vehicle during that year. The total number of firearms stolen is 381 and I have attached an excel spreadsheet showing the report number for each one of those. Hope this info helps. Have a great day.

Hi Nik,

Thank you so much again for sending this information. Just one clarification question: The 71 thefts of a firearm from a motor vehicle and the 381 total thefts of a firearm -- Is that the total number of firearms that were stolen, or is that the total number of cases where at least one firearm was stolen?

From: Nikolas Rasheta

Hello Ben,

The total number of firearms stolen from vehicles, homes etc... is 381.
There were 71 incidents of firearms stolen from vehicles. The actual number of firearms stolen from those 71 vehicle related incidents will be emailed to me shortly and I will forward that number to you. Thanks and sorry for the confusion.

From: Nikolas Rasheta

Of the 71 incidents where firearms were stolen from a motor vehicle in 2015, the total number of firearms actually stolen is 76.

As for the 381 total thefts of a firearm for 2015 - that total is for firearms stolen during any incident. (example: Residental Burgs, Stolen Vehicles, Thefts, etc.)

This is the answer I was just given regarding your inquiry. Thanks!
