Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

* All records on the number of times a Black men can be shot in the back at short range by department personnel before it violates department policy.
* All records regarding department personnel training on the appropriate number of times to shoot a Black man in the back at short range .
* All records on the number of times any person can be shot in the back at short range by department personnel before it violates department policy.
* All records regarding department personnel training on the appropriate number of times to shoot any person in the back at short range .

As background, today, the Kenosha Police Department announced that the police officer who shot Jacob Blake in the back six times acted "consistent with training" and "within policy" (https://twitter.com/KenoshaPolice/status/1382066056643117057). In order to appropriately protect ourselves and provide oversight to our law enforcement, residents of our area need to know the exact number of times your department's personnel can shoot a Black man in the back before it violates your policy. Undoubtedly, there is a number of shots in the back of a Black man which your department would find so clearly egregious in nearly all use of force circumstances that you couldn't possibly even consider within your policy. I'm asking for records which document that policy as well as for similar policies as the shootings of all people.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
