I am writing to ask for your help with a request under the Tennessee Open Records Law, Tenn. Code sec 10-7 and 10-8. I'm sending this request via mail because your GovQA portal is currently down.

Would it be possible for you to send me a copy of any records that would show some or all of the following information:

1. A list of ALL types of alternative asset investments, including private equity, venture capital, distressed debt, mezzanine, fund of funds, infrastructure, natural resources, real estate and private debt partnerships in which City of Memphis Retirement System is an investor; and
2. For each partnership, may I please have a copy of any alternative assets investment records that would show some or all of the following information:

a. City of Memphis Retirement System's total commitment to the partnership,
b. the total contributions made by City of Memphis Retirement System to the partnership to date,
c. the total distributions received by City of Memphis Retirement System from the partnership to date,
d. the estimated current value of City of Memphis Retirement System's holding in the partnership, and
e. any available estimates of the IRR earned by City of Memphis Retirement System to date on its investment in the partnership.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your Open Records Request. Per the law in Tennessee at T.C.A. ยง 10-7-503(a)(2)(A), municipal records will "be open for personal inspection by any citizen of this state...." (Emphasis added.) It appears from your contact information that you are not a Tennessee resident. If you are a Tennessee resident, please provide the basis of your residency so that the request may be processed, otherwise your request is denied, as we only provide responsive records via the Public Records Office to TN residents.

Requests for Information or Public Records

All requests for public records, documents, or information, whether by the media or the public, must be directed to the Public Records Requests Office. This includes informal requests for information, such as "How many properties have been condemned by the City since 2013" or requests for statistical data.

This policy is important not only for the sake of consistency and accuracy, but is also necessary to be compliant with Tennessee law. Public records requests themselves are also a matter of public record, so the Public Records Request Office must be in a position to track and respond to such requests.

You can direct a person seeking to make a Public Records Request ("PRR") in three ways:

1. Providing the link to the PRR's website at: http://www.memphistn.gov/Government/LawDivision/PublicRecordsRequest.aspx

1. Directing them to send or forward an email sent to you to: OpenRecordsRequests@memphistn.gov<mailto:OpenRecordsRequests@memphistn.gov>

1. Calling the PRR Office at 901-636-6511.

Please note that the City has at least 7 business days to respond to public records request. Any inquiries about the status of a request should be re-directed to the Public Records Request website, where the status is available for viewing. If you have received a request that you deem urgent, please contact the Communications Office.
