Pursuant to the Tennessee Public Records Act, I hereby request the following records:

1) All contracts, memorandums of understanding, or comparable documents entered into with the U.S. Department of Justice or its component agencies (FBI, ATF, DEA, Marshals) regarding the Operations Legend program. (https://www.justice.gov/opa/pr/operation-legend-update-federal-charges)

2) An inventory of all equipment transferred to your department through the Operations Legend program. If this information is not contained within a single document, I ask that you provide me records documenting each individual equipment intake.

I ask that all fees be waived for this request as I am a journalist and I intend to use the requested public records to publish articles in the public interest and not for any commercial purpose.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello,

I recently received the below response to my public records request, directing me to search the city's contracts portal for the documents I requested. This does not satisfy my request as 1) there do not appear to be any contracts relating to the DOJ's Operations Legend program available through this portal, despite both the city and the DOJ publicly stating that the city has entered into an agreement (see original request) and 2) I have asked not just for contracts, but also memorandums of understanding and comparable documents that would not be available through the contracts portal.
