To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

All guidance and memos from the United States Department of the Treasury regarding the regulation of taxes and banking for marijuana dispensaries in the State of Massachusetts

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Beryl C.D. Lipton

From: Robbins, Emily (TRE)

Dear Ms. Lipton,

I am writing on behalf of the Department of the State Treasurer
("Treasury") in follow-up to your below public records request for the
"All guidance and memos from the United States Department of the
Treasury regarding the regulation of taxes and banking for marijuana
dispensaries in the State of Massachusetts."

Upon inquiry to and due diligence by appropriate Treasury staff, the
Treasury has confirmed that it has no records responsive to your
request, and furthermore, to date has not been involved in matters
concerning the subject matter of your request. As such, the Treasury is
not the proper department to respond to your request.

Please know that while the Treasury cannot confirm exactly where you
may obtain such records, aside from the United States Department of the
Treasury itself, it may be worthwhile for you to reach out to the
Massachusetts Department of Revenue and/or perhaps the Division of Banks
and see if one or both agencies may have any records responsive to your
request.

I can be reached via e-mail or at the telephone number below if you
have any questions or concerns and certainly feel free to reach out to
the Treasury again with any future requests.

Sincerely,
Emily Robbins
