From: Don Warner Saklad

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

The names of the people's signatures for the Candidates for Secretary of the Commonwealth of Massachusetts

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Don Warner Saklad

Thank you for your response. However, I am still unclear as to what you are requesting. We do not collect the signatures of the candidates who sign out papers from this Office. A copy of the paper records we keep, which can be provided for a fee, includes the fields for: candidate's name, party, district, city/town, campaign email address, campaign phone number, pick up location and the date of pick up. Please note, candidates are not required to provide this information so all fields may not be completed. Please let me know if you would like this Office to provide a fee estimate for a provision of this record for the candidates who have requested nomination papers for the Office of the Secretary of the Commonwealth.

If this is not what you are requesting, please clarify further what records you are requesting.

Good Afternoon Mr. Saklad,

As previously discussed, the paper records we keep relating to candidates who request nomination papers contain the following fields which may be completed at the candidates' discretion: candidate's name, party, district, city/town, campaign email address, campaign phone number, pick up location and the date of pick up. In accordance with the Public Records Law, the provision of these records can be provided for a reasonable fee.

However, you have requested the information relating to the candidates who have pulled nomination papers for the Office of Secretary of the Commonwealth which can be provided at no fee. This Office has an electronic record which has fields for office, district, candidate name, incumbency, party, statement, status, and pick-up location. A copy of the electronic record with respect to the candidates who have pulled nomination papers for the Office of Secretary of the Commonwealth is attached to this email. Please note, all fees related to the provision of this record have been waived.

On March 6, 2014:

While some candidates may opt to provide certain pieces of information when receiving nomination papers, this Office does not collect candidate signatures. The paper records we keep, which can be provided for a fee, includes the fields for: candidate's name, party, district, city/town, campaign email address, campaign phone number, pick up location and the date of pick up. Please note, candidates are not required to provide this information so all fields may not be completed. Please let me know if you would like this Office to provide a fee estimate for a provision of this record for the candidates who have requested nomination papers for the Office of the Secretary of the Commonwealth.

Sincerely,

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on Feb. 14, 2014. Please let me know when I can expect to receive a response, or if further clarification is needed.

Thank you for your help.

On Feb. 14, 2014:

A copy of the paper records we keep, which can be provided for a fee, includes the fields for: candidate's name, party, district, city/town, campaign email address, campaign phone number, pick up location and the date of pick up. Please note, candidates are not required to provide this information so all fields may not be completed. Please let me know if you would like this Office to provide a fee estimate for a provision of this record for the candidates who have requested nomination papers for the Office of the Secretary of the Commonwealth.

If this is not what you are requesting, please clarify further what records you are requesting.
