Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

The reported Standard Occupational Classification numbers with the associated names, position titles, position type (full- or part-time), and pay of all employees for the years 2010 and 2016.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Dear Ms. Connaughton:

We received your request for the Standard Occupation Classification numbers and associated names, position titles, position type and pay of all employees for the years 2010 and 2016 at the University of Massachusetts Lowell on Aug. 17, 2017.

We will be producing the following records that you have requested, but are unable to do so within the 10 business day timeframe. This is because of the extensive amount of data requested for approximately 1,000 employees for two years, and the time needed to process the request by the office that is responsible for these records, which is in the midst of its busiest time of the year. We therefore require additional time to produce the records sought, and expect to produce these records by Sept. 8, 2017.

Under Chapter 66 of the General Laws, you have the right to appeal our disposition of your request to the Supervisor of Public Records, Office of the Secretary of State, pre@sec.state.ma.us<mailto:pre@sec.state.ma.us> and the right to seek judicial review of an unfavorable decision by commencing a civil action in the superior court under subsection (c) of section 10A.

I am writing to provide an update on the status of your Aug. 17, 2017 public records request to UMass Lowell.

After I wrote to you on Aug. 31, 2017 to acknowledge your request and provide the date by which UMass Lowell would provide the records, I was informed that the UMass system is working with Matt Blackburn of the Pioneer Institute to fulfill a request for this information from multiple UMass campuses. I’m told this is being done to ensure that the information provided offers an “apples to apples” comparison. As such, the UMass system will be providing the records, rather than the UMass Lowell campus.

I previously emailed you via this address on Sept. 8, 2017 regarding the status of your request and again on Oct. 6, 2017 (to ask if you received my Sept. 8 communication). Here is the text of my Sept. 8, 2017 email:

“Ms. Connaughton –
I am writing to provide an update on the status of your Aug. 17, 2017 public records request to UMass Lowell.

After I wrote to you on Aug. 31, 2017 to acknowledge your request and provide the date by which UMass Lowell would provide the records, I was informed that the UMass system is working with Matt Blackburn of the Pioneer Institute to fulfill a request for this information from multiple UMass campuses. I’m told this is being done to ensure that the information provided offers an “apples to apples” comparison. As such, the UMass system will be providing the records, rather than the UMass Lowell campus.”

As noted, because of the duplicate request applying to multiple campuses, the UMass system fulfilled the Pioneer Institute’s records request on Sept. 13, 2017. I believe it was through the system’s Human Resources area but can verify this, should you wish.
