From: Beryl Lipton

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

All contracts awarded to SKDKnickerbocker by the Office of the Secretary of the Commonwealth William Galvin. These contracts were referred to in a recent article in The Boston Globe (http://www.bostonglobe.com/metro/2014/10/20/galvin-gave-bid-contracts-firm-that-worked-for-his-campaign/u2OGe29VXuwIjYC7ZvGwaL/story.html)

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage. Furthermore, these documents are known to have already been retrieved in the reporting of the aforementioned Boston Globe article, so fees related to search time should not apply.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Beryl C.D. Lipton

Hello Mr. McCarthy,

I hope this message finds you well. I'd like to revisit this request, and I'm wondering whether the $14.10 fee is still accurate. Please let me know, and I will send along a check.

Thanks so much for your help and patience.

Best,
Beryl

Beryl,
I have received your recent request from a previous request in 2014. However, I am no longer processing these types of requests. The office has appointed a Records Access Officer for public records requests to this office – her name is Valerie Connolly and I need you to send this request to her directly. Her email is Valerie.Connolly@sec.state.ma.us<mailto:Valerie.Connolly@sec.state.ma.us>.
Thanks,
Paul

Dear Beryl,

Please be advised that the cost associated for the contracts you requested is $3.65.

The reason for the decrease from the previous request is two-fold. First, since your last request the amount per page for copies has decreased to .5¢ per page. Second, through the normal course of business, records are destroyed once the records retention has elapsed and with the approval of the Records Conservation Board. Given that your current request is two years after the original request this may have affected the fee estimate.

In your email you reference to a fee of $14.10 enclosed, was this sent to our office?

Once we receive the correct fee of $3.65, our office will fulfill your request.

The charges are based solely on copy cost.
