To Whom It May Concern:
Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:
Please provide all correspondence, contracts, etc. between private companies or agencies, air traffic control via FAA FSDO in Burlington, MA, and state and local Quincy, MA government and law enforcement relating to the permitted frequent and continuous daily and nightly flights of small civil or military aircraft over particular houses and neighborhoods in the Elmwood/Pine/Norfolk St. location of the Wollaston area of Quincy, Massachusetts.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Dear Ms. Dharmaraj:
This office has received your email dated April 22, 2014 requesting documents related to "the permitted frequent and continuous daily and nightly flights of small civil or military aircraft" over a specifically identified area.
This office is statutorily charged with determining the public records status of government records. It is not a warehouse for all government records; therefore, this office does not have custody of any records responsive to your request. This office is the custodian of records solely related to the operation of the Public Records Division.
Each governmental entity in the Commonwealth of Massachusetts (Commonwealth) retains control of its own records. Accordingly, you must direct your request to the governmental entity that created or received the records you seek.
The web site listing all of the governmental entities for the Commonwealth is www.mass.gov/.
For future reference the Citizen’s Guide to State Services (Guide), published by another division of the Office of the Secretary of the Commonwealth is a good reference source when trying to determine which governmental entity is responsible for a certain subject matter.
