Inquiries concerning the professional conduct of an attorney admitted to practice in Massachusetts may be initially handled by the Attorney and Consumer Assistance Program (ACAP) of the Office of the Bar Counsel. ACAP issues all complaint forms and can be reached at (617) 728-8750.

How to File a Complaint

Complaint forms can be obtained by telephoning the Attorney and Consumer Assistance Program (ACAP), as explained above. Because of the confidentiality requirements complaints cannot be accepted via e-mail. Send complaints to the address below.

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

a copy of the form published by ACAP or the Office of the Bar, needed by a consumer to file a complaint against a MA attorney.

This form is required to be filled out by a consumer, and a consumer is supposed to be able to obtain this form (to report serious misconduct by an attorney) following an initial complaint to the Attorney and Consumer Assistance Program ("ACAP"), which is under the supervision of the Office of the Bar Counsel.

However, two complaints against a certain attorney were timely faxed to the correct fax number of ACAP, and yet no investigator ever called or processed those complaints against a certain MA attorney.

In addition, a phone call to the Office of the Bar, requesting the complaint form be emailed, did not result in an email containing the complaint form.

Since these complaint forms are the basis of any eventual public hearing against the attorney, the complaint form is a public record.

Consequently, please provide it here, on MuckRock, since no investigator at ACAP will process a complaint against a certain lawyer and no one at the Office of the Bar Counsel will email the complaint form document.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This MA Bar, like other bars in the USA (FL, WI and NY) exists to protect corrupt lawyers who are politically connected. That is my belief.

Consequently, the MA Bar is not going to ever respond to a public records request for a complaint form. Their whole system is designed to prevent complaints about lawyers engaging in criminal schemes so long as they approve of the crimes, even when the crimes include elder abuse and financial exploitation.

That's the MA Bar. I am sorry, but that is the truth I have experienced with them.

They are corrupt.

Consequently, the correct final status of this request should be: NO RESPONSIVE DOCUMENTS.
