Please provide all information related to the procedures followed in Quincy, Massachusetts in the matter of imposing Section 12 Involuntary Hospitalization or Psychiatric Hold on 1) anyone in Massachusetts and 2) a living woman verbally denying consent and jurisdiction to QPD and 3) on false-claims made to QPD by an anonymous party, for which no evidence is produced by QPD (nor exists); especially answers to the following questions:
1) Does a police report need to be filed prior to police officers suddenly showing up at someone's door with a self-named "mental health professional"?
2) Was a police report filed prior to the police showing up at ~154 Pine Street on April 14, 2022 and capturing the living woman there--and how can this be released?
3) What is the usual protocol for the filling-out and signing of the Massachusetts Dept of Mental Health form, Application for an Authorization of Temporary Involuntary Hospitalization and where is this form filed?
4) Who is supposed to fill out and sign this form? A police officer or a mental health professional--and what qualifications should this person have?
5) Is deception encouraged in the filling-out of this form, and if so by who and for what purpose?
6) What is the purpose of this form and is it usual to note down false and deceiving verbiage as "evidence of mental illness under Section 12" (as evident on the form filled out in application to Carney Hospital using the address 154 Pine Street and name "Ramola Dharmaraj" on April 14, 2022?
7) Is it relevant to use this form and application in the case of a living woman and Massachusetts State National or State Citizen, living in the private, and abiding by Common Law and Public Law--over whom QPD/Commonwealth of Massachusetts has no jurisdiction?
8) Is it usual to enjoin a family member through coercion and deception to "give the name" of such a living woman and state national, a sovereign and independent living soul, not an inhabitant or resident--and to capture such a living woman on such a false Section 12 Hold, despite lack of jurisdiction?
9) Is there a protocol for determining (in a few stressful minutes after barging into someone's house without permission) someone is "mentally ill," what is it, and what qualifications does the person need to have who makes this determination?
10) Is it Dept of Mental Health recommended practice in Massachusetts in the case of a neighborhood dispute to simply capture one of the parties and name them "mentally ill"?
11) Is it Dept of Mental Health or QPD practice to write up anyone as "paranoid delusional ideations, grandiose delusion" when mention of directed energy weapons or microwave weapons--Crowd Control Technologies well-known to police, DOJ, and journalists--is made by anyone in the presence of QPD officers or "mental health professionals"--or indeed made to any public official such as a public school or government official?
12) What are the "Mental Health Professional" qualifications of Tim O'Brien who, on April 14, 2022, as QPD officers physically manhandled the living woman at ~154 Pine Street, verbally reeled off the "paranoid delusional ideation" storytelling later found to have been inscribed on the form signed by a QPD officer "Matthew Miller"?
13) What is the protocol and threshold of proof used by QPD to determine whether a claim made by an anonymous caller is true, before randomly accosting and capturing someone from their home in a Section 12 Medical Kidnap with no evidence whatsoever of that false-claim being true?

This is a media request in relation to a developing news story and all information provided will be used to inform the story, which will be made freely available to the public; as such I request all fees be waived.

On May 11, 2022 the Executive Office of Health and Human Services, Department of Mental Health in Massachusetts rejected my FOIA request for information dated April 28, 2022, titled “Request for Information on Procedures Relevant to Section 12 Involuntary Hospitalization of Living Women on Land and Soil of Massachusetts State (Department Of Mental Health, Commonwealth Of Massachusetts),” wrongfully and speciously stating I had asked for records of a named individual which they were forbidden by privacy laws not to reveal. (Please see the whole request and train of responses at Muckrock.com.)

This is patently untrue, as stated in my original letter of request and in my clarification letter to one Misael Garcia of DMH who sought to remove her responses from the public written record by suggesting a telephone call, which I informed her I am averse to granting given the gravity of this matter: the entire matter needs to be addressed in writing, for the public record.

Kindly peruse the entirety of my original request and my follow-up correspondence with Misael Garcia of DMH. I will repaste the key parts below.

FOLLOW-UP TO DMH RESPONSE/Excerpt:

I believe my request is for written statutory information contained in Massachusetts Code and in Department of Mental Health policies and protocols as well as for specifics surrounding the egregious April 14-19 wrongful Involuntary Hospitalization of the living woman wrongfully personaged as the Legal Person "Ramola Dharmaraj" which needs to be addressed in full in written form, for purposes of clarity, transparency, and public disclosure. “

Very clearly, I am not seeking the records of a named individual. I am seeking all information from the Department of Mental Health in Massachusetts 1), on their regular and general practices in the case of the Section 12 Application for Involuntary Hospitalization, a form and procedure they seem to use to glibly force-commit people in Massachusetts, calling them mentally ill, 2), on their regular and general practices in the case of the Section 12 Application for Involuntary Hospitalization in the case of living men and women who identify as and have established their identity as living men and women and Massachusetts State Nationals on the Land and Soil Jurisdiction of the true united States of America, unincorporated—NOT in the jurisdiction of the Commonwealth of Massachusetts, a private corporation in Sea Jurisdiction, 3), on the protocol, recommended practice, and general practice of DMH, including using deception and intimidation, working with Quincy Police to engage in forced-entry, forced-removal, and forced-commit of anyone on false, unverified claims made to and by Quincy Police, to name people mentally ill without any proof whatsoever of such, to knee-jerk-reflex accuse people of “paranoid delusions” when the words “microwave weapons” are heard – by the way in hearsay and presumption, with no direct conversation or interview with the woman being kidnapped (as falsely noted on that Section 12 form, of which I already have a copy, provided by Carney Hospital, and am not seeking to procure again by this FOIA request), and 4), on the specifics of the very egregious case of the kidnapping of a living woman who so identified herself—but was completely disregarded--on April 14, 2022 to the three officers from Quincy Police Department including Matthew Miller who signed that Section 12 form, and Tim O' Brien who stated to this living woman he was the one who had “signed off” on the form a string of rubbish false-and-fabricated-diagnoses-or-aspersions including “paranoid delusion, grandiose delusion, complete lack of insight, etc.”

I write as the living woman in question wrongfully personaged as “Ramola Dharmaraj” during the forced-commit on April 14, 2022 in question on the basis of outright lies and deception from Quincy Police including Tim O'Brien to a family member, and to Carney Hospital via verbiage inscribed on that Section 12 Application for Involuntary Hospitalization Form marked as belonging to DMH, and as in fact the authorized agent and attorney for the legal person of “Ramola Dharmaraj” – and as a journalist working in the public eye I seek to make this information part of a detailed media report for the benefit of the public. Please note that I am not seeking the medical records of a named individual, not even those of “Ramola Dharmaraj” and as such the privacy laws being cited in that DMH response are irrelevant. Further it has to be more than moot when I am personally making all relevant matters of this case public that DMH cites privacy laws requiring redaction to me.

When tremendous injustice is committed, by various parties working together, engaging in Deprivation of Rights Under Color of Law, Kidnapping, Trafficking, Forced-Commits-on-Lies, Personage, Barratry, Manhandling, and Forced-Captivity-in-Conditions-of-Harm, the public has a right to know what the general practices of a government department are, in order to discern how it has transgressed its own laws, regulation, and protocols in committing that injustice—because such has certainly happened here.

I am therefore appealing this untoward rejection by Mass HHS/DMH; I look forward to receiving the information requested on this original FOIA request and encourage you to overturn the practice of obfuscation and occultation which seems to mark the responses of the Department of Mental Health to simple journalistic enquiry so far: it is journalism which can help lawfully change situations of blatant crime by shining light on crime and injustice. The Department of Mental Health along with Quincy Police Department has engaged in some very obvious crime and injustice here, and a full journalistic account of this matter is long overdue.
