Pursuant to the state Freedom of Information Act, G.L.M. c.4, €7, clause 26th, I hereby request the following records:

A list of all participants, including their titles and place of employment, that have attended meetings of Administration and/or Connector Authority staff that discussed the implications of federal health reform on the state of Massachusetts. The list should also denote any subcommittees, formal or informal, that each may sit on that discusses the implications of federal health reform.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

A list of all participants at Connector Authority meetings, roundtables, etc dedicated to the topic of federal health care reform's impact on Massachusetts. Please include meetings from January 2011 to the day this request is processed.

I am replying to your request for public records consisting of "A list of all participants, including their titles and place of employment, that have attended meetings of Administration and/or Connector Authority staff that discussed the implications of federal health reform on the state of Massachusetts."

The Health Connector does not have such a list. I'm interpreting your request to ask for names of persons, outside of Connector staff, who attended Connector staff meetings discussing the implications of federal health reform on the state of Massachusetts. Given that, I have identified two sets of meetings that are potentially responsive.

First, the implications of federal health reform have been discussed by Connector staff at several of the monthly meetings of the Connector's board of directors. Minutes from those meeting, which will set forth the substance of the discussion, and copies of any power points used in these discussions can be found at the Connector's web site. The minutes will identify the board members and the speakers at the meeting. These meetings are public and we do not keep attendance of members of the public who attend.

Additionally, the Connector held several meetings of individuals, including both staff and individuals from outside the Connector, to discuss the implications of federal health reform on the state's individual mandate and minimum creditable coverage regulations. This group was not an officially constituted body. It did not keep minutes of its discussion and there are no attendance sheets. However, I can provide the list of invitees. They are:
