Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following documents submitted from January 1, 2010 through the date this request is processed:

-All firearm discharge reports submitted by special state police officers, through the qualified officer of the employing agency.
-All monthly warrant issuance reports filed by the qualified officer of each agency noted in M.G.L. c. 22C, §§ 56 through 68, to include (i) type of warrant, (ii) warrant number, (iii) reason for issuance, (iv) authorizing Court, (v) names of arrestees, (vi) locations of buildings, (vii) dwellings or vehicles searched and (viii) identity of the sworn member of the Department or local police department present at time of warrant service.
-All monthly reports/forms submitted by a qualified officer of each agency noted in M.G.L. c. 22C, §§ 56 through 68, indicating all crimes, classified as felonies, which have occurred within the agency's jurisdiction during the previous month.

These reports are required to be submitted per 515 CMR 5.01, Chapter 5.00, STANDARDS OF SKILL FOR SPECIAL STATE POLICE OFFICERS (see http://www.mass.gov/eopss/docs/msp/divisions/standards-and-training/certification-unit/special-state-police-standard-of-skill-515-cmr.pdf).

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Massachusetts Department of State Police ("Department") has received your public records request for the following from January 2010 to the present:

This request was assigned to me for review on October 21, 2015. I have begun to reach out to the appropriate units at the Department to determine what, if any, responsive records exist.

Be advised that:

* The Department may send you a good faith estimate for the cost of responding to your inquiry because, pursuant to the Massachusetts Public Records Law, a records custodian may charge and recover a fee for the time he or she spends searching for and segregating responsive material.

* Any response by the Department will be subject to the Public Records Law exemptions set forth in G.L. c. 4, sec. 7, cl. 26.

* Under the Public Records Law, every requester is treated equally. Thus, even a person who is the subject of the record is not granted any greater access right than any other person.

Please note your request may take more than ten days to process. If you have any questions or concerns, feel free to call.

I am still coordinating with the appropriate Department members on this but the Certification Unit alone has estimated your request as submitted would result in thousands of pages. The responsive records would then have to be reviewed and redacted. Once I have a final fee estimate for you, I will be in touch.

1) How much would this cost if I limit to firearm discharge reports?

2) Is there no centralized database or repository for the various universities' monthly reports? I would be happy to accept such a database or repository in place of the individual reports.
