Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

(1) Any communication, electronic or written, between Corey Welford, Chief of Staff of Attorney General Maura Healey, and Daniel Koh, Chief of Staff of Mayor Martin J. Walsh of Boston, regarding Boston's Summer 2024 Olympics bid between April 1, 2015, and May 31, 2015.

(2) Any communication, electronic or written, between Corey Welford, Chief of Staff of Attorney General Healey, and any employee, committee member, or board member of the Boston 2024 Partnership between April 1, 2015, and May 31, 2015.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thank you for getting back to me. I would like to inquire as to what search query was used.

I am asking because the result of "no responsive requests" seems to contradict the reporting in a Globe article from last month:

"Behind the scenes, her office worked closely with the mayor’s team for months to press Boston 2024 to disclose more than required. Healey’s chief of staff, Corey Welford, and his counterpart in the mayor’s office, Dan Koh, were in touch a few times a week on this issue alone."

That implies the existence of records responsive to part one of the request, at the least.

The article also noted, "Healey also talked directly with the mayor and Boston 2024 chairman Steve Pagliuca."

If there was direct communication between the office, one would assume that some of it exists via email. I was told in response to a previous request (https://www.muckrock.com/foi/massachusetts-1/maura-healeys-communication-with-boston-2024-on-transparency-18403/) that AG Healey had had no direct communication with Boston 2024 via email herself, so I would presume that this would have come from a staff member, such as a Chief of Staff.

A June 22, 2015 article in the Bay State Examiner references a request for comment sent to the AG's Office, which I presume would have gone to the chief of staff. "The attorney general’s office has not yet responded to requests for comment." (http://baystateexaminer.com/does-boston-2024-have-an-intern-problem/)
