To Whom It May Concern:
Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:
Looking for all files mentioning the conference known as DEFCON for at least the years 2015 & 2013.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
The Massachusetts Department of State Police ("Department") has received and reviewed your request for records. In response to your request, the Department of State Police queried members of the sections most likely to have had cause to engage in communications and/or have information relative to your request. Given the search terms you have provided the Department was unable to locate any responsive records.
Please be advised that from the broad nature of your request the Department is unable to determine precisely the records that are being requested. As you may know, 950 CMR 32.05(4) requires any person seeking access to a public record or any portion to provide a reasonable description of the requested record to the custodian so that he or she can identify and locate it promptly. Beyond the initial search conducted by the Department, your current request seeks a review of "all files" maintained by the Department for potentially responsive material. As you can imagine, a search of this breadth would require significant Department resources. If you wish to obtain Department records (these or others), please include a reasonable description of the requested record you are seeking so that the Department may identify and locate the requested records promptly. If you have any questions, you may call the Department's Legal Section at 508-820-2311.
