Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

- All "shift logs" (alternately called "duty logs" and "shift notes") for January, Feburary and March of 2018 that reference distribution of commissary items, including but not limited to bottled water.
- All email and other written communication to and from MCI-Norfolk staff pertaining to the placement of prisoners outside of general population into specialized units (including but not limited to the following: solitary confinement, administrative segregation, protective custody, behavioral management unit, special management unit) in the months of January 2018, February 2018 and March 2018.
- Any and all text messages, transcripts and recordings on agency or prison phones that mention water, water problems, or the distribution thereof between the months of December 2017 and March 2018 including calls between prisoners and outside groups or individuals, as well as photocopies or other reproductions of written communication such as personal letters and mail in the same time period.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your April 2, 2018 communication indicated that a cost estimate would be provided within 8 weeks. As it has been 14 weeks since this record request was submitted, I am writing to inquire about the status of this estimate.
