Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

-Policies on the use of helicopters by the agency.
-Regulations on the use of helicopters by the agency.
-Usage logs of helicopter use from the last five years.
-Any financial data from the last five years on helicopter upkeep and purchasing.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Afternoon Mr. Waltman,

The Department has received your request for records relating to helicopter use. In response to item #1 and #2, please see the attached policies (TOP-01 and TOP-07). In response to item #3 seeking usage logs of helicopter use for the past five years, the Department only maintains mission reports as well as handwritten notebooks in each helicopter that are used to document flight time and missions. The airwing unit was able to provide me with the number of missions for the past five years as well as the total hours of aircraft time from 2013-2017. There were a total of 10,113 missions from 2013-2017 and 8,415 total hours of aircraft flight time. I do not understand your request to be seeking such records, but please let me know if you would like to request mission reports and/or copies of the handwritten notebooks. Lastly, in response to item #4 of your request seeking financial data for the past five years on helicopter upkeep and purchase, please see the attached spreadsheet.

If you object to the Department’s response to your request or any portion of the same, you may appeal the Department’s response in accordance with Massachusetts General Laws, Chapter 66, §10(b) and 950 CMR 32.00.
