Please be advised that the Division of Local Services is unable to fulfill your request relative to the Carver financial management review.

The financial management reviews completed by the Division of Local Services are advisory documents. The notes, documents, report drafts and other original work products generated during the course of a financial management review fall within the definition of “administrative use” under the state public records law and regulations. In accordance with the Secretary of State’s records retention schedule, these materials may be disposed of once the administrative use ceases.

In the case of a financial management review, the administrative use ceases when the report is issued. As a matter of practice, the DLS Technical Assistance Section retains its administrative use records for a period of three months thereafter, but then discards them. The Carver report was issued in October 2011. Consequently, those records have been disposed of.
