Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

-EOEA meeting minutes from January 2014 to present
-The EOEA annual report, as outlined in 651 CMR 5.0 Section 5.26 (“The Department shall report annually on its activities and the activities of designated agencies providing Protective Services to Elders under the Protective Services Program. Such report shall be submitted to the Governor, the General Court and the public no later than 120 days following the end of each fiscal year”), from FY 2012 to FY 2017
-Any other reports, such as monthly or quarterly reports, that aggregate or track reports of abuse to the EOEA and subsequent investigations/cases from January 2014 to present

If you have any questions regarding the scope of my request, I would be happy to discuss them.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for taking my call, and for clarifying one part of your Public Records Request dated 3/22/18.

Based on our discussion regarding your request for "EOEA meeting minutes from January 2014 to present," it is my understanding that you are looking for minutes of public meetings, during that time period, related to protective services and elder abuse and neglect cases.

Can you confirm by responding to this email that the information as described above accurately reflects the clarification you provided?

We are working on identifying documents that are responsive to the other portions of your request as well. As I mentioned during our call, there is a short description on our Elder Abuse Reporting page that summarizes the focus of each agency (EOEA, DPPC, and DPH) on reporting and investigating cases of elder abuse and neglect.

Hi Tom,

I just wanted to follow up to see when I could expect these records. At the very least, if possible, I'm looking to get the FY 2017 Annual Report as soon as possible, even if it splits my request up into two parts. Along with the report as soon as possible, I'm looking for the total number of investigators with the EOEA that investigate elder abuse cases.

I'm willing to get the second part (the rest of the records I originally requested) at a later date, whenever the department is able to compile it.

If you're willing to do this, please let me know.

Hi Marylouise,

Thank you for following up with me. While those numbers are certainly helpful, what I'm looking for specifically is the number of investigators who look into the cases, for my follow-up.

I know that DPPC has four investigators, and I also have the numbers of investigators for DDS, DMH, and MRC that work with DPPC to investigate APS cases. I'm just looking for the number of EOEA investigators that handle APS cases, since that covers the demographic of those ages 60+.

I'm also looking for the EOEA Annual Report from FY 2017, to get as soon as possible.

I'd still like the other documents, even if they come at a later time.

Thank you for speaking with me!

What I'm looking for ASAP is:
1. The number of investigators under EOEA that perform elder abuse/adult protective services investigations
2. The 2017 Annual EOEA Report (the 2016 report was available online: http://www.mass.gov/elders/docs/eoea-fy16-annual-report.pdf)

To clarify my earlier request, which I understand this part of the request will take longer, I'm looking for:
-The annual reports (http://www.mass.gov/eohhs/public-records/eld/executive-office-of-elder-affairs-annual-legislative-reports.html) from FY 2012 to present. I don't need 2016, as it is already available, and I'm requesting the FY 2017 report ASAP.
- Any other reports, such as quarterly/monthly reports produced by EOEA, from Jan. 2014 to present regarding EOEA elder abuse/adult protective services and investigations (ex: DPPC does monthly reports of the number of abuse reports received, the types of abuse reports received, etc.) For reference, this was my request to the DPPC and the documents I received (https://www.muckrock.com/foi/massachusetts-1/dppc-meeting-minutes-and-reports-48973/). These are the types of documents/reports I'm looking for.
-Any meeting minutes or official notes from EOEA meetings from Jan. 2014 to present (fitting under this: http://www.mass.gov/eohhs/public-records/eld/executive-office-of-elder-affairs-health-minutes-of-open-meetings.html or if there are citizen's advisory board meetings, https://malegislature.gov/Laws/GeneralLaws/PartI/TitleII/Chapter19A/Section5). I'm specifically interested in meetings or notes pertaining to elder abuse services/APS operations.
- If there is a Citizen's Advisory Board for the EOEA established (linked under previous bullet point, but established by MGL Chapter 19a Section 5), I'd like any reports produced by them, if they exist.
