Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

All emails between MA State Police and Suffolk University Police Department discussing SUPD's efforts to gain permission from the university administration to carry firearms.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning,

Given the breadth of your request, the Department would be required to search through all Department email accounts (roughly 3000 active and inactive accounts) for the past six years in an effort to identify any information that may be potentially responsive to your request. The Department does not have the capacity to conduct a single global search and will have to search each email account individually. As you can imagine, searching through this amount of email accounts will require significant time and resources to complete. Further, according to the Department's Office of Information Services, the Department cannot directly access each online email account. Instead it would be necessary for each email account to be downloaded to a separate server before it could be searched. Given the amount of data requested, the Department's Office of Information Services would be required to download this data in batches as it will require significant storage space (an individual mailbox can be up to 1.5gb). Once the Department has downloaded the email account, it would then be able to search it for terms designated by you as likely to yield the desired records. The Department would also need to identify, locate, and search any archives that users have on the network or their computer.

Accordingly, given the current scope of the request (roughly 3000 email accounts over the past six years), the Department believes that the cost of searching for and producing the responsive records would be cost prohibitive. The Department would be happy to work with you to narrow this request in order to obtain the desired public records.
