Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

All email communication regarding Mass State Project DOC 2002, Bay State Correctional Center, facility conditions at MCI-Framingham, trauma informed prison, women’s prison, and/or strategic plan and feasibility study for women’s corrections sent between Massachusetts Department of Correction (DOC), Division of Capital Access Management and Maintenance (DCAMM), Executive Office of Public Safety and Security (EOPSS), and/or Governor Baker’s office occurring between April 1, 2020 and July 31, 2020.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

By way of introduction, my name is Arielle Mullaney. I am an attorney at the Executive Office of Public Safety and Security (EOPSS) and I handle the public records request. We have received your public records request.

We have submitted your request to the Executive Office of Technology Services and Security (EOTSS) who runs the search and provides the results. Please keep in mind that EOTSS is unable to search email communication “between Massachusetts Department of Correction (DOC), Division of Capital Access Management and Maintenance (DCAMM), Executive Office of Public Safety and Security (EOPSS), and/or Governor Baker’s office,” as requested. All emails from these offices end in the standard “mass.gov” or “massmail.state.ma.us.” Thus, EOTSS is unable to distinguish which agency the emails were sent to/received from. Instead, EOTSS searched all EOPSS email accounts for the search terms provided. This search may include emails from those offices you’ve requested and/or may include emails from other offices. If you have specific names of individuals/email addresses you would like EOTSS to search for, they can accommodate this type of request.
