Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

-The most recent count of investigators within DDS that are assigned adult abuse investigation cases by the DPPC, as well as documents showing how that number has changed/not changed from January 2012/FY 2012 to present.
-The most recent count of caseloads per investigator (relating to DPPC adult abuse investigations), including allegations and accepted investigations, as well as documents showing how that number has changed/not changed from January 2012/FY 2012 to present
-Any reports (annual/monthly/quarterly/etc.) related to DDS investigations into APS cases, as well as any meeting minutes from DDS meetings specifically pertaining to adult abuse investigations/APS services, from January 2012/FY 2012 to present
-Any documents and reports relating to the current state of the department in relation to APS services and any plans by the department to restructure or reassign investigative responsibilities if needed

To clarify, I am mainly looking for documents for fiscal years, if they are annually released or released at the end of the (fiscal) year, to show how the department has changed over time. For documents not released only once a year or at the end of the year (such as monthly/quarterly/etc. reports), I'm looking for documents back until January 2012.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

I write to acknowledge receipt of your April 9, 2018, fax to the Department of Developmental Services ("the Department" or "DDS") in which you requested "[Various investigation] documents for fiscal years, if they are annually released ... to show how the department has changed over time."

The Department understands your email as a request for public records made pursuant to the Massachusetts Public Records Law ("PRL"), M.G.L. c. 66, § 10, and will respond in accordance with the provisions of the PRL, subject to any exemptions to the extent they may exist in the responsive documents. DDS staff are in the process of reviewing your request to identify any public records in its custody that are responsive to your request and subject to disclosure. It may be necessary to assess a fee for the cost of responding to your request. I will contact you shortly should there be a fee associated with responding to your request.

DDS will provide documents in the requested format to the extent possible, however please note that responsive information may not be maintained by DDS or available in the format or manner requested.
