Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

I am seeking the complete list of your Agency's "secretariat agencies, independent programs, and several boards which aid in crime prevention, homeland security preparedness, and ensuring the safety of residents and visitors in the Commonwealth".

Currently, as can be seen publicly on your Agency's "overview website" [1], it declares the following: "The Executive Office of Public Safety and Security (EOPSS) is a secretariat that oversees the state’s public safety agencies, boards, and commissions, which include the following..." but then only contains a limited list. Even when looking at the 2018 EOPSS IT Security Audit, that does not contain a "complete list".[2] I have been unable to locate a "complete list" online, which is what this request is for.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

There is still confusion as to the status of my MA public records request ("PRR") originally filed on March 29, 2021, which can be see from your response dated 3/30/2021 in which you responded:
"This is not the appropriate email to submit a public records request. Please use eopss.rao@mass.gov<mailto:eopss.rao@mass.gov> in the future."

Today is May 17, 2021, or 7 [seven] weeks after the original PRR was made, and no response has been received from your Agency other than this kind reminder "in the future".

So that we are on the same page, please refer to this "Initial Response Flow Chart" regarding MA public records requests. Here is the direct link from the Secretary of the Commonwealth's Public Records Division: https://www.sec.state.ma.us/pre/prepdf/10-Day-Response-Flow-Chart-2018.pdf

In reference to the above Flow Chart, we are still on the "Confirm receipt of request in 10 business days" step. According to the above Flow Chart, this whould have occurred on April 12, 2021. What is the status of this MA PRR originally filed on March 29, 2021 [7 weeks ago!] Also, do you have a time frame for providing the initially requested information?

In your response dated 6/29/2021, it appears that your Agency did "Confirm receipt of request in 10 business days" in reference to the above Flow Chart [only after the original request dated 3/29/2021 was recently re-submitted to your Agency on 6/29/2021] . Again, according to the above Flow Chart, your Agency should be on the "In possession of all records?" step. Can you provide a "status update" of this MA PRR originally filed on March 29, 2021, but only recently acknowledged on 6/29/2021? Also, what is the time frame for providing the initially requested information?
