Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

-- Copies of all Community Investment Tax Credit certificates issued by the Department of Housing and Community Development from Jan. 1, 2015 until the date this request is processed.

I ask that all fees be waived as I am a journalist employed by the Lowell Sun and I intend to use the requested records to publish articles in the public interest and not for any commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

This will acknowledge receipt by the Executive Office of Housing and Economic Development (EOHED) of your fax of June 20, attaching what appear to be prior communications regarding requests for public records relating to Low Income Tax Housing Credit (LIHTC) statements and Community Investment Tax Credit (CITC) Certificates. EOHED does not administer either of these programs, and consequently we do not maintain the records relating to either of them that you requested.

EOHED understands that the Department of Housing and Community Development (DHCD) administers both the LIHTC and CITC programs and would be the agency most likely to maintain responsive records. In fact, your request regarding the CITC certificates indicates that this is a DHCD program. If you have any questions regarding this response, please reply to this email. In addition, we recommend that any future requests for records from EOHED be sent to this address.
