Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

Any communications, written or electronic, between Amos Hostetter, The Barr Foundation, its employees/officials Bud Ris and Jim Canales, and DEP Program Chief Ben Lynch between December 1, 2015 and October 20, 2016.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The Public Records Law requires that the Department of Environmental Protection (MassDEP) respond to your request within ten days. On October 24, 2016, MassDEP received a public records request from you seeking the public records relating to correspondence between employees of the Barr Foundation and Ben Lynch of the MassDEP Waterways Program for the period January 1, 2015 - October 20, 2016. The purpose of this letter is to acknowledge your public records request and to notify you that it may take the agency longer than ten days and/or cost more than $1000 to respond to your request.

To reduce the fee and/or the time required to respond to your request, MassDEP encourages all persons who make public records requests to consider narrowing the scope of their requests. Possible strategies for narrowing the request include limiting the time period covered by the request, limiting the geographic area covered by the request, limiting the types of records covered by the request, or limiting the subject matters covered by the request.
