All contracts, memorandums of understanding, and any other agreements between the MA IV-D Agency and any federal agency (or agencies) regarding the Title IV-D Program or Title IV-D Services

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

All contracts, memorandums of understanding, and any other agreements (including 31 U.S. Code § 6305 "cooperative agreements") between the MA IV-D Agency and any federal agency (or agencies) regarding the Title IV-D Program or Title IV-D Services.

Since your Agency is the M.G.L. Ch. 119A, Sec. 1 "single state agency within the commonwealth... referred to as the IV–D agency," it is our understanding that this office would be best suited to providing records responsive to this request. If you believe that another agency should be the recipient of this request, your direction would be greatly appreciated.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This request is still pending. I am following up with you directly as Roger H. Randall has decided to "not be further involved", which can be seen below in the last response received from him on 11/24/2020:

" Good morning again. I inquired at Child Support Enforcement, and I received a reply from CSE’s legal counsel, Ms. Amy Clayman. (The Child Support Enforcement Division is the Massachusetts IV-D agency.) As I understand, you have made this or a similar request directly to Ms. Clayman. As I mentioned, from the nature of your request, you are asking for something that, if it exists at all, would be in the Child Support Enforcement side of the DOR.
Since this is not a Tax Administration matter, I will not be further involved. "

Randall who decided to "not be further involved".
