Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

A roster of all special State Police officers at private colleges, universities, and other educational institutions who have had their licenses revoked

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Department has received and reviewed your request for Department records pertaining to, generally, revocation of special state police officer ("SSPO") licenses. According to information provided by the Department's Certification Unit, the Department does not maintain a roster of those SSPO who have had their license revoked. The Department does, however, currently maintain a roster of all SSPO that have been licensed by the Department, which totals approximately 3000 individuals (current and former SSPO).

The current roster maintained by the Department indicates:
1) Name of SSPO
2) Issue Date of License
3) Expiration date of License
4) License number (which would be redacted if produced)

If you wish, the Department can provide the above referenced roster to you and as a courtesy the Department will waive the fees associated with its production.

In order to prepare the records that you have requested, a member of the Department’s Certification Unit would have to manually pull each file for all current and former SSPO, determine their license status and compare that status to the roster that is currently maintained. The Department can provide you with the records as you have requested them for the cost it takes to assemble the same. Although the actual cost may be higher or lower, the Department in good faith estimates the cost of complying with your inquiry to be approximately $2000.00. (Please note that this amount is a non-refundable). A member of the Department, paid approximately $25.00 an hour would need about 80 hours to search, segregate and verify the responsive material as requested (80 hours multiplied by $25.00 = $2000.00).
