From: David Sirota

To Whom It May Concern:

Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

Any and all correspondence to or from employees of the Office of the Governor from email addresses with the domain name "@rga.org" and any and all correspondence to or from employees of the Office of the Governor that reference the term "Republican Governors Association" or "RGA." This includes - but is not limited to -- any and all email, invitations, schedules, agendas and/or calendar items. I hereby request such correspondence from 6/1/16 to the present. If you need any clarification on this request, please call me at International Business Times at (646) 867-7100. I am the senior editor for investigations at the publication.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

David Sirota

From: Mary Pollock -GOV-

Mr. Sirota, please see the attached response to your recent Public
Information Act request. Thank you.

From: David Sirota

I decline to pay the fees.

From: Geoffrey Hengerer -GOV-

Mr. Sirota:

You have declined to pay fees, and you have also not taken the opportunity
to talk with me about the scope of your request. As noted in my letter of
October 17, I emphasized that we are open to discuss ways to narrow the
scope of your PIA request in an effort to lower potential costs, and if we
could agree upon a more targeted search that we could potentially
reconsider your request for a fee waiver.

If we have not received payment by November 4, 2016, we will consider this
request closed. And again, we are happy to further discuss your PIA
request to see if we can narrow the scope and target specific individuals
within the Office of the Governor who may possess the documents in question
(rather than every member of the staff who received press releases
referencing the RGA).

Best,

Geoff

I'm sorry I missed that. Yes, I'd like to chat about narrowing the request. Can we set up a time to chat in the next day or so? When might work for you?

David
