To Whom It May Concern:

Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records, either possessed by the Maryland State Police or the Maryland State Law Enforcement Coordinating Council, from Jan. 1 2012 through July 8, 2015:

1. Any incident reports or other written reports documenting each time a RRT/SWAT team was deployed. Any reports showing breakdowns of SWAT deployments by crime, requesting agency, or purpose for the raid and any post-deployment documentation.

2. Any procedure, regulations and guidelines relating to the RRT/SWAT team including protocols for SWAT team activation, responding to “high risk” situations and use of deadly force.

3. Any written mutual aid agreements or memoranda of understanding with federal, state and local agencies, including any branch of the US Armed Forces and private entities concerning the RRT/SWAT team.

3. Any internal or external audits of RRT/SWAT performance or records of cost effectiveness.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 30 business days, as the statute requires.

CJ Ciaramella, it appears I made a mistake in your PIA request and another
individual who also uses a "Muckrock" email. I thought both were from the
same individual. So now that I know you are different, I am collecting the
information you have requested and should have it ready to go by next week
(week of August 31). Please know that I will not be sharing with you any
reports containing tactics, or SWAT procedures. I will be sending you
reports containing SWAT deployments (dates, times, county, injuries to
officers/suspects/animals etc...). I hope this will satisfy your request.
Can you provide me with a phone number as well in case I need to contact
you? Thanks!
